Abstract

in this article, the author based on theoretical knowledge gave a modern interpretation of
the national policy of the Soviet government in Turkestan in the period from 1917-1924. The main task is
to identify modern approaches in the study of national Soviet politics, the interpretation of the concept of
«national minorities» on the basis of legal documents. The research was conducted on the basis of
historical, consistent principles, statistical, comparative and problem-chronological analysis, systematic
and objective approaches. The main objective of the research is to reveal in the modern theoretical and
conceptual aspect the essence of the Marxist-Leninist national policy that prevailed in the former Soviet
period. Today, in the globalizing XXI century, the issue of national minorities causes a certain resonance
in society. This is due to the fact that there is still no single definite modern interpretation of the concept
of «national minorities». The difficulties are more caused by the practical nature of this issue, as
evidenced by the research conducted during the writing of a scientific article.
