The purpose of the study is to study and analyze historical legislative sources on the issue of legal regulation of the early Soviet state in 1917-1924, to identify the causes, mechanisms of resettlement and the consequences of the resettlement policy of the Soviet government, which radically changed the ethnic map of Southern Kazakhstan, through the organization of flows and land reforms. The study of archival documents from the period under study (the beginning of the twentieth century to 1924) reveals the issues of the repressive policy of the early Soviet state, which influenced the ethnic and demographic changes in the region, including Southern Kazakhstan. The methodological basis of the research is a set of theoretical and methodological principles and approaches of the historical and demographic direction, general historical methods, causal relationships, historical-genetic, historical-comparative, historical-typological, historical-systemic methods. The documents show that an extensive legal system has been created that legitimized the use of extrajudicial and judicial repressive measures. The acts and protocols attest to the national movement for the preservation of national values, the role of the populated society, cases of incomplete judicial proceedings, vivid anti-religious policies on the part of the established authorities, confiscation of property, eviction and isolation in camps, deprivation of civil rights. By 1924, a systemic impact on the social and ethnic processes of the population was revealed, thus forming the main multiethnic composition of Southern Kazakhstan in 1924.
